does location matter?

we live in a rural area there is zero need for foster parents through the county, we will be going through a private agency in a big city, where there is a large need for foster parents. this agency works with counties 100 miles out in each direction, i believe. we are well within that but we still aren't really 'close' maybe about 45 mins away,its 2 counties away. Will we be last on "the list' to call for placements since we aren't close to the agency? we will be taking 0-3, so keeping them in their school won't be an issue. In our state guidelines i read that you wont be discriminated against for where you live but i gathered that was referring to the type of home/neighborhood you live in-like if i lived in a "poor" area they wouldn't choose a "rich" area over mine for that reason. Is that an accurate assumption?
