When to homestudy??

Ok, I just so switched directions last week, when we went from starting our foster care, to now working on international adoption.
I have looked at 2 different agencies at this point and i likely wont decide for a few more months, after more research and when my statistics DH tells me which is better( he is a numbers guy LOL) Anyway, one agency said to start the application and then after a couple weeks, if we are approved, we start the homestudy, and the other said, dont apply until we have a completed homestudy. I am sure the more agencies we come across will have similar or different views on this.
We are thinking, in a few months, of contacting a local home study and getting that all started, taking the classes that they require, and getting all the paper togther i need, like birth certs, marriage cert Social Security cards, Shot records, applying for my passport, renewing DH's passport...you know... all that stuff that will be required, and will save time when we are ready to go.

So how long are home studies good for? Is it still good if DH gets a new job?( same industry just better pay and benefits) Is it best to do the homestudy right before we pick an agency and we have enough money?
Another thing is, we were going to apply for a couple adoption grants, and all I found said, we have to have a completed homestudy...

So what is your experience?
