The county adoption agencies often run their programs as litle fiefdoms and it is ridiculous the politics and petty jealouses between counties. I would recommend going with a private agency that is contracted toplace children in several counties. That way you bypass the politics. most privates agencies are only licensed in several local counties but if you are in one of the large counties (LA, Orange etc) that cn be a large enough population of kids to work for you. We live in LA and used an agency tha is licensed in LA, OC, Riverside, SD,Ventura and the work with an agency that is licensed in several counties up north..
The down side to this plan ists hat sometimes you have to pay fees upfront but theya re all refunded. It seriously cuts the bureaucracy.
