I block my foster children's faces when I post pictures on my blog. I asked my CW what they do when they take group photos of events where there are foster kids. She said if the picture is "non-identifying" like the back of their head or if their face is blocked out then they can still use the photos. The best idea is probably just to ask someone in charge where you attended the classes. They'd be able to tell you the local rules involved.
