Here is a summary of laws by state that can help you decide where might be ideal to adopt.

California - largest population, laws somewhat unfavorable for APAP
Arizona - no intrastate adoptions
New Mexico - smaller population, APAP favorable laws
Texas - large population, APAP favorable laws

If I was looking to adopt a child of Mexican descent, given the demographics above I would probably look for an agendy in Texas, probaby the Houstan area. You can check the demographics (population, race) for each county as well.
