Since your homestudy agency is a licensed agency in your state, they would be legally permitted to do the homestudy report for Russia. Our homestudy agency did not conduct adoptions in Poland but is a full-service agency with adoption placement in other countries. They worked with our placement agency to ensure the homestudy met the requirements of Poland.
