Have you tried petitioning the courts for medical reasons? After surgery for colon cancer I petitioned the courts in NJ and the judge gave me her name and where she originated ,from there I found her through Ancestry.com. NJ is not an easy State either
Unfortunately she wasn't very thrilled hearing from me seeing as she had never told her husband (50+ years ago) and medical history went out the window with her quote " there is no such thing, everything is God's Will"
Anyway, I would try petitioning the Courts
