I am sure you are talking about FrankNC. I would call Adoption Options in San Diego - adoption-options.org - they are also a Frank partner agency but I think they do a better job. More experience in Kyrg. I was a "pioneer" in Kyrg and used them with awesome results
Also there is a great Kyrgyzstan Yahoo group, very active. It is a great country to adopt from!
