I have a daughter adopted from Russia and a son adopted from kazakhstan this year. With the situation as it stands, I would not do a Russian adoption right now, since things are so unstable.

Kazakhstan is a more reliable program at the moment, and the kids generally are more healthy, IMHO. I've also heard good things about Uzbekistan.

Go with an agency that works in a lot of different countries, is my best advice. Then compare programs and timelines.
