Was this a problem YOU personally created? If so, maybe you can fix it.
BUT if it was a problem created by others, then there is no way to "fix" it. Don't even try.
That sounds harsh, I know.
You need to sit down with the parties (a and b) and let them know what is going on. Ask WHY? (My personal favorite question!) Maybe one day you'll actually receive a viable answer.
