We live in IL and have for most of our lives. We've adopted many times, with the last three being within the last six years. (Private agency adoptions)
My understanding of the law is that facilitation is not legal......as it would seem that anyone connected to an agency would not be a 'facilitator' by the same definition one might use in CA, KWIM?
However, you can find many attorneys in IL (Quad A ones) who DO network with agencies and others to find possible situations.
DCFS does handle the PRIDE classes, but in IL, private agencies can 'plug-into' these classes as well. (I agree that the hours are not as long as those who wish to foster.)
There are several agencies and attorneys who can help in finding a situation for you.....and advertising in the papers is often done. It IS possible to adopt a baby WITHIN IL without a license............such as if you were to work strictly with an adoption attorney. The license IS necessary though, whenever you wish to cross state lines.
I can also tell you should you choose to cross state lines in finding a baby, Illinois ICPC is VERY quick in comparison to many other states.
