Luckily here in Kansas we don't currently have subsidy tied to the adoptive parent(s) income... if we did we'd have fewer children adopted. I haven't even heard anyone within our legislature make such a suggestion, and I hope they never do.
I truly understand where you are all coming from and it was a big deciding factor for us not to adopt a child from Missouri, Ohio, or any state that would tie subsidy to income, so we have chosen to only adopt within our own state and only foster children placed in our home. We have the room in our home, good/stable parenting, and lots of love to provide, but love won't put food on the table.

 Biological - T - 1 yr (born 7-29-08)
 :Exchange student - K - 17yrs
 Former foster child (lives with me during the week) - M - 13yrs (foster child from age 6yrs to 11yrs)
Total of 104 foster children and 4 foreign exchange students at last count.
