Go to the vital stats office in the county you lived when you were first brought home. Fill out the paperwork and pay the fee for a birth certificate. You usually don't need ID to get that. If you know the stuff is at your ap's house, see if you can have a police officer escort you to get it. I don't think it's legal for them to keep that stuff from you.
