charging for special needs homestudy if used out of state?

I called the state about doing a special needs adoption and the referred me to United Methodist who is contracted to do them in this area. I was asking the woman about the homestudy and she said if I used the homestudy to adopt a child from another state then I would have to pay for my homestudy... has anyone heard of this?
