Shera,

Are you in an area with a small population? Generally, you get more placements if you are near a large city. We lived in the Chicago suburbs, where there were relatively few foster children, but the city always had more than they could handle, so we got plenty from them. Even then, though, there would sometimes be a wait of several months. If you can get with an agency that is in a large city, you have a much better chance of getting a placement.
