OK. The first thing that you need to do is to go over to the child support recovery office at the corner of Hawthorne and Oglethorpe. It is in the shopping center where the jewelry store is going out of business. Go north on Hawthorne through the light towards the YMCA. The strip mall is on your right. The child support recovery office is at the far left. Take the time and fill out the paperwork. They will then take up your case, free of charge. They will file the appropriate paperwork with the state. This will accomplish a couple of things. It will garnish his wages, including the back child support that you are owed, at a reasonable rate. It will also suspend his driver's license for failure to pay child support. He will be notified by mail of the suspension. He does not have to be "served". From then on, if he drives, he is driving on a suspended license and will be arrested if he is stopped by the police. He will have to work it out with the state to get it back. I am sure paying child support in full or in part is part of the reinstatement process.

I am not sure that there is a way to force a biological parent to sign a TPR. I don't think you can. If he is crazy or physically dangerous to your children, that is one thing. If there is nothing, you may have nothing. You can always call Legal Aid on Washington street and ask them. Keep in mind though, if you tell them too much, they cannot represent you in court in his case.
