Then you can call the agency contact listed, and/or mail your study. It has been our experience that most workers wouldn't talk to us, and we have heard this from many others adopting through NY. However, other people have had positive responses from NY workers, especially in the upstate counties -- so there are no hard and fast rules. You can keep calling until you get someone...
