There are very few children available in this age range. As you may know from your research on Ukraine, it is rare for a child to be placed for adoption at birth in Ukraine, but if they are, the children's home sometimes does not do the paper work right away, perhaps because they are paid by the child or because relatives keep visiting; so even these kids tend to be made available later than 18 months. Most are much older. If you look at some of the other websites where statistics are posted, there has been a clear trend toward older kids. However, on occasion young children are placed for adoption and they go to someone. Some degree of luck of the draw is involved in such matches (as well as facilitators with connections and perhaps extra fees are paid as well).
