The foundation of adoption from Rwanda are the rules they go by.
1. You must be at least 35
2. You must be married at least 5 years
3. You can only have 2 children already in the home
4. You can not have any divorces in your past
That's it. I have heard they are very strict on these rules. Some exceptions can be made, but not to #4.
