we adopted in CA. and when we signed our aap for our 3 kiddos, we were told that it was on a 2 year cycle, and at the end of the cycle, it was possible that CA would decide not to do it anymore. I know other states have tried this, and failed miserably. I honestly could not afford my children if they took it away, and I have no idea what I would do.....move to a really small house I guess.
