I didn't make too much of this as it was mostly information we already knew. I believe that the number of adoptions each year will continue to drop and that fewer agencies will work with Russia as time goes on. And then, just like that things can turn around again when baby homes are filled and resources are limited and tourism is effected. In a small region 100 adoptions in a year can make a big difference economically.

I don't believe the Russian people are suddenly going to change their view on adoption and welcome these children into their homes. So there will be a need.
