Hi there. If you know the exact birth date, you coule try to go to the register of deeds in oshkosh. Try to do a geneology search. If you tell them you are looking for someone that is adopted, then they won't let you search. Just look in the index, or computer, whichever they have there, and search for the same birthdate, and see if the hospital, or docter, or anything that you might know are exact. Please keep in mind that sometimes, these birthcertificates are kept secret, or are changed, but many times they are not. It is worth taking the chance. I have helped several people find the people that they are looking for this way. It is a great place to start.
