Do you know what regions your agency works in? It also depends on what is important to you. Are you willing to travel in country? Health of referral? 10 days waived? Expense of region? Time between trips? Your willingness to wait for a referral that meets your needs?

For us, we did not request a region for our 1st adoption and really didn't care where we went and ended up in the middle of Siberia (Tomsk.) For our 2nd, we did request a region (Samara) based on our experience in the first region and the fact that we had a child waiting at home for us now.

Tomsk was very tough, but beautiful...and our daughter is the most perfect child for us. Samara was a super easy, adoption friendly region...but adoptions slowed and almost completely stopped for a few months. They just recently opened up again. Our son in the light of my life.

There is no one perfect region...and as the others said, things change all the time. Some families are willing to wait, some aren't. Some go to the tougher regions because of the thoughts of the kids 'left behind.' Some need a healthier referral...some don't. Some don't like to travel outside of the major cities...some like the 'adventure'...
