We also went to the Kemerovo region, and to the city of Novokuznetsk also. We were told by our agency that it is the same judge all the time, and that all waiting periods had been waived. But that was in November of 2006. Things may have changed since then.
The region, however, is a 4 hour flight from Moscow, with another 4 hour time change. So getting to and form the region, as well as the time change for you and you new child would also be something to consider.
