I agree with the others. Amysue gave a great checklist. Once you have narrowed it down a bit with your agency, come back with specific regions.
We went to Astrakhan and it was wonderful. There were 10 families back there in the last month or so - so it's still a hopping region. We couldn't be happier with our daughter
