many premature babies will end up being small (head/length/weigth), it all depends what how premmy was the baby, what was the cause of prematurity and what were the complications (before, at and after birht). Pay particular attention to certain things:
- head circumference - small head can signify developmental delay in the future
- fetal alcohol syndrome - this is the most dangerous one - it would be really good if some doctor can give you a piece of advice on this - sometimes is very difficult assess especially at young age,
- how does the baby interact with others? strangers anxiety/shyness, etc is OK, but observe how does he interact with his current caregivers and the other children around
- what can/can not do at his age - deveopmental milestones.

Also, keep in mind, most of the children in the orphenage will be somehow delayed due to lack of interaction, regression, etc, they are usually small, but also most of them with proper care and love can pick up really quickly.
-most impotant thing:listen to your heart. Go and see the baby and see what your heart tells you. This is why you are there. Give baby and yourself the chance to love and be loved.
I wish you best of luck, I hope I will be there soon
