Amy, there's a way to cut down on that. You can choose to only foster legally at-risk kids. These are children who are entering care, and are not expected to ever go back to their birth families. There is a chance they could, and you have to be prepared for that, but the odds are low. You won't have 8 or 9 before you can adopt. It will be more like 1 or 2, worst-case. That's what I'm doing. My 2 year-old daughter is technically my foster child, but it's only a matter of time and red tape before she is free for adoption, and then I will automatically adopt her. Also, in Texas, you can just wait for a child who is legally free for adoption. Your odds of getting a younger child are not as good, but it does happen. And then you know 100% that they will not be going anywhere unless something really major happens and the adoption falls through. But they definitely won't go back to their birth family.
