Wouldn't an "Adoption Friendly State" be a state that has laws that make sure EVERYONE is treated right/fairly? That's the kind of 'adoption friendly' I could get behind!

I don't use the term. I do see it used and it seems to mean that the choo choo train of adoption is rolling and can
NOT be derailed or stopped,whether a necessary adoption or
NOT Necessary adoption. So in that manner,it would mean adoption friendly,because the goal is adoption,no matter what.
