To the DIF offices but I don't know in the case of international adoption (since you are not in Mexico) how is the process of sending papers etc. I have to bring them before March (anytime I have all of them together) to an office here in Mexico City. I think since you are not here you may have to use an agency in the US and no only that but you will need a Home Study done by a US social worker, etc. It's not imposible all of this paper work and you have to do it wherever country you are adopting anyway
