From my understanding, ONE person has to be a US citizen - who then becomes the petitioner. My DH is a resident alien and I was the main petitioner for both our adoptions (and I was the petitioner for him when we married in his home country). If the person is single or a couple are both Canadian, they would need to go through the Canadian system and the child will have Canadian citizenship. Only a US citizen can petition for another's US visa (in essence, they are assuming full financial support for that person).
