Its not retroactive to birth - its retroactive to placement.
Because you have 30 days to add the child after placement, they are required by law to cover the child from placement.
Many children are NOT placed at a young age...say, a 10 year old placed at age 10...insurance would not be retroactive to birth, it would be retroactive to placement.
Please make sure you talk to your agency, they will be familiar with the FEDERAL law that requires group carriers with a certain number of employees to cover adopted children from the day of placement and NOT finalization, which can be more than a year after placement, in some cases.
