WACAP in Wash. state is offering free assistance ifyou are willing to adopt a state child over age 7. I think their addy is
Adoption Agency - Welcome to WACAP - World Association for Children and Parents. I am currently working with a private agency (i'm in mi), that places state kids. There were no fees at all.
