18 months is the tail end of what Infants and Toddlers told me is the "normal" range for walking..sounds like he has good leg strength and is developmentally on target otherwise..
All internationally adopted children qualify for a free evaluation in our state by Infants and Toddlers (Early Intervention)..they have speech therapists, physical therapists etc..
It may ease your mind to have someone come over..they also give ton's of pointers..
Check your phone book under Health Department generally for babies..if age 3 and over it is generally tied in with the public school system..
