Personally I would send it to your local office - where you would submit your I600A. They seem to be able to determine where the file is and forward it to the correct place. If I have the process figured out (BIG IF!) the file goes from your port of entry to Buffalo NY, and eventually makes its way to the National Records Center in Lee's Summit NJ.
Buffalo is probably also a safe bet, but I would suggest your local office.
A lot of what we received was duplicates, but we did get the origional DNA photos, and some other photos of my kids as well as their birthmothers that I had never seen before. We did get some additional paperwork as well.
