Some, though not all, American agencies will work with Americans living overseas. You need to contact all of the American agencies licensed in Vietnam and see which ones will work with you.
As to having a homestudy, the U.S. Embassy in India should be able to steer you to a provider authorized to do one for you. The placement agency you choose may also be able to assist you in linking up with a homestudy provider.
