We attempted to adopt from Turkey almost 2 years ago. My husband also is Turkish and there are many children available. We went through the whole process with an agency in DC (I can PM you the name) which handles Turkish adoptions. We finally got to top of the waiting list for the ophanage in Turkey and then found out from the State Department, they would not issue a visa. According to the State Dept because Turkey only gives intially provisional custody until the adoption is finalized after a one or two year waiting period IT IS NOT POSSIBLE TO ADOPT unless you finalize your adoption in Turkey and they told us that takes 2 years of living with the child in Turkey.
This just did not work for us so we recently adopted from Guatemala...we are very happy but it would have made some sense culturally and language wise to be able to adopt for Turkey....I think Turks in Germany may have am easier time.
