Hi Kelly. I believe it is a rule that at least one picture of both the child and the birthmom together must be taken for DNA purposes. In our case, 2 pictures were taken (nearly identical) but I only received the original Polaroid of 1 of them; the other was a photocopy. I assume the other original went into an embassy or LabCorp file. As for people not receiving the photos, I do not believe it is because the photo was never taken, I think it is probably an oversight or that the photo went to another interested party instead of them.
