The Hague wouldn't make sense as a reason. First of all, Hague is the U.S. so doesn't involve the Guat side. Secondly, all past legislative proposals in Guatemala have grandfathered in any case where the POA and first acta (bio mom's consent) was registered. That happens long before Pre approval.
I think some believe they will get any other previos that occur. Plus it makes parents feel good to be able to finally be in PGN.
