More recently, its because of the Hague thing - those 'in' PGN (even kicked out) are usually "grandfathered" - so attorneys will almost always submit just to have an "In PGN" date - in the event that Hague becomes an issue again (like it did in 2004) and grandfathering becomes a real issue.
Imagine how you would feel if you knew your attorney had your file, lacking the PA and you weren't submitted and that put a stop, for the most part, to your adoption...
