I totally agree with you. It's ridiculous to submit cases w/o pre-approval. And I'm sitting in PGN right now without pre-approval! I should be getting PA any day, but I'll be waiting probably many weeks more before KO and resubmission to get everything in there together.
It's crazy....and senseless. The only way it would make be of any benefit would be IF a reviewer HAD to give you all the KO's at once. But they don't. You can get a KO for no pre-approval and be resubmitted and still get kickouts out numerous other times for other problems......sadly.
