If you have provable Lith ancestry and you are interested in boys older than 8, Lithuanian might be a good country to consider.
Your agency might be right. While there is no law against single males, I wouldn’t be surprised that there is prejudice against singles especially single males.
The country is changing but a lot of the attitudes to things are very 1960s. Early 60s.
