Private adoption houses charge a fee for adoptions. I believe the intent is along the lines of a "donation" to the adoption house/orphanage to help them meet their expenses.

Adoption through the government is free. The government is not allowed to charge for adoption services. You will still pay your fees to the lawyer for bringing your case before the court, etc., but there will be no fee to ICBF.

It is true that both parents are required to travel. I honestly don't know how that would be handled in the event your husband is deployed. Otherwise it is required; however, it is not required that both parents be there the entire stay in the country. Two weeks is usually recommended. This allows for interviews and some paperwork. You will need to speak with your agency and perhaps your Colombian representative regarding the potential for your husband to be unavailable. Apart from single parent adoptions, I don't know of any occasion (within my small circle) where both parents weren't present.
