I am so sorry this continues to drag on for you!

One thought. I found that our attorney developed much greater motivation when I was in Guatemala or he knew I was coming. Would it be possible for you to go down (maybe even better yet with someone from your agency) and meet with the attorney and see what is going on? Obviously there is the risk of you having to stay for an extended time or leave and come back if there really is a true problem getting the BC. (That was what happened to me. I was told the BC had been requested, so I flew down the day before it was supposed to be ready. Come to find out he hadn't requested it and didn't do so until he knew I was coming. I didn't have childcare at home for that long, so I had to leave and fly down again 2 weeks later.)

Does your agency have anyone in Guatemala they can hook you up with that can get you through what is left to be done if you can get the paperwork from the attorney? Considering what you have been through so far, I would be putting the pressure on them to get down there themselves and find out what is going on.
