Is fostering the only way to adopt a toddler?
Hello,
My dh and I have been looking into international adoption but I thought I should check domestic as well. We'd like to adopt a toddler between 1-3 years old. We can't do foster-adopt because the idea of having a child for a short time and then having them taken away is too much for us (and our 8 year old dd would NEVER be able to take it). So, if anyone could tell me if it's possible to adopt a toddler (and how the process works) I'd greatly appreciate it. We live in PA if that makes any difference. Thanks.
