I agree you need to make your desires to adopt him and his brother very clear to EVERYONE. Even if that means you need to hire your own attorney. In most cases the childs biological family gets priority but once the child has been with the foster parents for a period of time (6months to a year- depending on the state) the childs bonds with it's current caregiver usually begin to take priority over biology. So what ever you do...make it quick!!!
