I second Tammi. Go up the chain of command. I know from my experience biological family gets preference over foster parents even if those foster parents want to adopt, are married and can provide more stability.
Did you have a homestudy done? Liscenced? Meet the law guardian (he/she might be of help also)? You should not be ruled out soley because you're single and they're married.
