Have you tried to reach out for the case worker's supervisor to voice your concerns? I don't really know enough about this to offer much advice. Have you had your home study done, was court notified of your intent?, etc., etc.
I would suggest going one step beyond and contact the supervisor and then go from there -

(She just became legally free 5-16 and we are in the process of moving forward with her adoption!)
