I know that you care about this child. Your post also says that you know you are not the right family for this child anymore....and there is nothing wrong with this.
For whatever reason, I'm sure you did not come to this decision lightly or casually.....but with full thought and concern. (((HUGS)))
We've BTDT...though not with an international adoption. Let me just say this: You have done the best you can. You are continuing to do the best you can, by helping this child find a family where he can better 'be'.
Let it happen. Give it a try. At some point, you have to let go and hope that this other family will work. And, if by chance, this other family doesn't work...then you will find another. From what you have posted, this sounds like a good try for him. Be confident in this; and give it a try.
They (the other family) will have to decide for themselves...and they can only make that decision by being with him and dealing with him.
In the meantime, be confident you have done the best you could...and if you have to 'try again' in finding another family, you will do so again.
