Teresa - PA defines "special needs" in a variety of ways (over age 5, part of a sibling group, race, emotional issues, behavioral issues, developmental issues, physical disability). If you are looking to adopt under age 2 from SWAN, you will most likely only find children with severe physical disabilities. SWAN children normally fit the other special needs definitions (specifically over age 5). If you are looking to do a baby that young, you would be better off doing fost-to-adopt or foster. I saw you tried to PM me last night, feel free to try again and we can discuss more.
