An earlier tax credit bill did not have this provision, and failed because it is well known that some families of special needs kids technically have no "qualifying adoption expenses", yet spend thousands of dollars doing things like remodeling their bathroom to accommodate a wheelchair or obtaining diagnostic and therapeutic services that are not covered by insurance or subsidies.
